Electronic Certification and Authorization System (ECAS)
Secure Data, Inc has developed a web-based solution (ECAS) to process DD Form 2875, subsequent Certifying Officer DD Form 577 and certification
appointment letters. The initial version was designed in preparation for the initial deployment of the Defense Enterprise Accounting Management
System (DEAMS) in June 2008. The ECAS is also planned for other applications in the near future and is easily customized for any
other form requirements.
Secure Data has the core software development capability to add any requirements and is actively engaging Federal, State, Local, and commercial companies
to highlight our products strong business process and automation capabilities. Secure Data Inc has invested thousands of hours to provide an enterprise
capability with flexible licensing options.
ECAS currently employs a true electronic signature function that has been DoD approved. This capability is designed to electronically route the document
to all required approval authorities (Supervisor and Security Manager). The system also maintains the forms for reporting and validation purposes.
With more automated systems being deployed especially in DoD, there needs to be one automated solution to request and grant access to these
systems. Additionally, the need for a system to maintain a record of system access is needed for audit purposes. Secure Data Inc. can provide this
solution. We have years of experience in development in both commercial and government sectors. This expeience includes the State of Delaware
and the US Air Force. For example we have the experience as proven in the successful deployment of the Air Force LeaveWeb application and the Delaware State Fire School Student Training & Accounting System.
A summary of what the current version of ECAS can provide:
- An application utilizing .NET Framework
- Forms to be processed electronically, digitally signed by the user and all approvers then routed electronically to the required final destination TASO or administrator(s)
- System utilizes the DOD Common Access Card (CAC) for digitial signatures
- Option to select which type system the user wants access to. Once selected, required data/statements needed will be presented to review and select
- Ability for reviewers and approvers to return a form to the requestor
- User’s data is stored so it can be used in multiple forms without the user having to reenter the data.
- Entry of an Expiration Date—to prompt the user to terminate access prior to leaving
- An audit trail to track pertinent information and an electronic storage capability
The primary benefit of this type automated system is service related. Self-Service web forms will reduce help desk workload and time spent by the
user in order to route the document to each approver level. The manpower savings alone will free up time for other important tasks.
